Serbia Rejects Replacing UN with (Solana’s) EU Mission

The UN Security Council is the only international body with a mandate to decide about the Kosovo-Metohija administration and security — this can in no way become the issue which the EU High Representative Javier Solana can solve to his liking, the cabinet of the Serbian Prime Minister told Beta news agency Friday.
The same source confirmed that Serbian government has strongly reacted on numerous occasions to the signals that the “EU Mission” could take over the UN posts in Serbian province of Kosovo and Metohija without the UN Security Council mandate, which is the only international body that can provide the legal framework for such setup.

Weakened OSCE Fails to Adopt Kosovo Declaration and Joint Political Declaration

At the annual OSCE meeting attended by more than forty foreign ministers in Madrid, the decision about the extension of the OSCE Mission in southern Serbian province of Kosovo and Metohija was blocked from being adopted. The joint political declaration was also not adopted, due to the “deepening rift” between United States and Russia.
The final OSCE document cites that the failure to adopt a joint declaration has weakened the organization, leaving it without the political roadmap and less effective, the German DPA agency reports.
The decision about the future of its Kosovo mission has been postponed. The US and its Western allies have failed to persuade Russia to revoke its decision on suspending Russian participation in the 1990 Conventional Forces in Europe Treaty. Reportedly, Russian President Vladimir Putin has on Friday signed a law coming into force on December 12, about Russia’s withdrawal from the CFE Treaty.

German Mediator Misrepresenting the Facts

The Ministry for Kosovo and Metohija warned late on Thursday that the statement EU representative to the Contact Group mediating troika Wolfgang Ischinger has made at the recent press conference in Vienna, claiming that several proposals had been presented during negotiations, but “the Serbian side had not found any of them suitable” — does not correspond to reality.

Turkish Christian priest abducted

A priest from Turkey's Syriac Christian community has been kidnapped in the country's south-east, officials say.
Edip Daniel Savci's car was reportedly found abandoned near Midyat town in Mardin province on Wednesday.
A local clergyman had received a phone call demanding a ransom for his release, the Anatolia news agency said.
Attacks on Turkey's Christian minority have increased recently. A Catholic priest was shot dead last year and three Protestants were killed in April.
Five men accused of the attack on the Protestant missionaries went on trial in the town of Malatya last week.

Mediating Troika Member on What’s Next

The international mediating troika — the representatives of Russia, EU and US — have started to prepare negotiations’ progress report to be submitted to the UN Secretary General on December 10, the Russian representative of the troika Alexander Botsan-Kharchenko said.
He told the RIA Novosti news agency it has been planned for the main part of the report to be put together on Sunday, December 3, when the troika members will head off for Belgrade and Pristina.
These meetings, according to Kharchenko, will serve to present the sides with the contents of the report. On December 9, in Vienna, the document will be presented to the representatives of the Contact Group members (Russia, Italy, France, UK, US and Germany).
The report is not expected to contain any conclusions or recommendations, because that was not the task mediating troika was assigned with.

Bosnian Serbs: Independent Kosovo Paves Way for Independent RS

The Serb Popular Movement (SNP) "Izbor je nas" ("The Choice Is Ours") on Thursday sent an open letter to European Parliament Delegation to South East Europe Chairwoman Doris Pack, informing that a possible proclamation of independence by the Kosovo Albanian provincial parliament would pave the way to the Republika Srpska (RS) National Assembly automatically proclaiming the RS an independent state.
“The RS and Kosovo-Metohija have nothing in common, provided Kosovo-Metohija remains within the composition of the state of Serbia, since that is in keeping with international law and justice. But there is a connection if the Kosovo Albanian parliament proclaims independence, because that would give the National Assembly the right to proclaim the RS an independent state,” SNP President Dane Cankovic told a press conference at the Tanjug Press Center in Banjaluka, capital of Republika Srpska in Bosnia.

Snake in Prime Minister’s Cabinet: Hashim Thaci on Arrest Warrant Since 1997

Hashim Thaci, whose Democratic Party of Kosovo won at the recent parliamentary elections in Serbian province of Kosovo, has been on an arrest warrant list, which the police in Kosovo-Metohija issued upon the order of the District Court in Pristina, for ten years now, the Belgrade daily Politika reminded on Tuesday.
The arrest warrant specifies that Thaci, who goes under the name of Snake, is a member of an ethnic Albanian terrorist gang, a commander of the so-called KLA Political Directorate, and that he has taken part in a number of terrorist attacks against members of the police in southern Serbian province, because of which the District Court in Pristina has sentenced him in absentia to ten years in prison.
By the Court Council verdict, Thaci and his 14 fellow fighters were found guilty on July 11, 1997 of a number of terrorist acts.

Russian Missile Shield in Serbia?

According to the Sunday edition of Belgrade daily Kurir, Moscow has decided to respond to the announced U.S. missile shields in Poland and Czech Republic by installing its missile shield on the river Drina, in Serbia. Allegedly, Serbia has already given its consent.
Presumably, this latest development is part of the detailed plans Moscow intends to carry out in order to take Serbia and Republic of Srpska in Bosnia entirely under its wing, outside the EU/U.S. sphere of influence.
The greatest majority of Serbs, disillusioned with the West during the past two decades of harsh sanctions, merciless vilification, bombardments, aggression and colonization, during which they were treated as the enemy of the West and continually punished both individually and as a collective, would welcome the more direct Russian involvement.
This is especially true at the point where the U.S., UK, German, French et al. drive to dismember Serbia and sever its southern province of Kosovo and Metohija appears to be entering the final stage, goading Kosovo Albanian separatist to obstruct every attempt at negotiated settlement and declare the unilateral independence, which the Western powers have promised to recognize soon after.
Twelve years after the Dayton Accords, US, EU and NATO have also continued their anti-Serbian policy in Bosnia and Herzegovina, consistently siding with Bosnian Muslims and backing their drive to obliterate Serbian Republic created in Dayton in 1995. The latest decisions of the EU High Representative Miroslav Lajcak, strongly opposed by the Bosnian Serbs, are aimed at rendering Serbian nation in Bosnia voiceless — a first step in dissolution of the Serb entity through imposed “reforms”.
Kurir quotes the international politics expert and university professor Darko Trifunovic saying that the possibility of installing the Russian missile shield in Serbia is very real. According to him, United States are targeting Iran for dismemberment by promising an independent state modeled after the Serbian Kosovo province to the Kurds who, together with Azerbaijanis, comprise 48% of total Iran population. Russia and China are opposed.
“Serbia has been turned over to Russia not by its choice, because the West views and targets Serbia as a part of the Russian interest zone,” said Trifunovic.

Serbia Prepares for War as Talks are Nearing the Western-Imposed Deadline

Serbian Defense Ministry has worked out plans for action in the event of a presumed threat, Tanjug was told at that Ministry on the occasion of a Serbian government announcement that all ministries will prepare plans for helping the Serb population in Kosovo and Metohija province in the event of the unilateral proclamation of the independence of that province.
"Different scenarios were considered, and a reaction is possible in the event of any attempts at violating security or on the grounds of a political decision made by the Serbian government or the head of state," the sources at the Serbian Defense Ministry told Tanjug.
The force deployment and unequivocal messages have already preventively made it clear to everyone that Serbia is ready to react in a serious manner should the need arise to do so, the Ministry sources said.

International Legal Expert: Resolution 1244 the Only Legal Basis for Talks

Director of the Swiss Institute of Federalism and legal adviser of the Serbian negotiation team for the talks on the status of southern Serbian Kosovo province Thomas Fleiner told Tanjug on Thursday that the only legal basis for the talks on the future status of Kosovo and Metohija is UN SC Resolution 1244, which instructs respect of Serbia's sovereignty and search for a solution for the status of Serbian province within the essential autonomy framework.
“Every decision that would step out of that framework would require consensus of both sides and an amendment to Resolution 1244,” clarified Fleiner, who is Professor of Constitutional and Administrative Law at the University of Freiburg, Switzerland, and the President of the international Association of Constitutional Law.

Former guerilla leader Hashim Thaci has won elections in Kosovo and says he intends to declare independence by December. German commentators say that could mean that war is on the horizon.
Former rebel leader Hashim Thaci is likely to become Kosovo's next [provisional] prime minister following the resounding victory of his Democratic Party of Kosovo (PDK) in elections on Saturday.
The initial results indicate that the PDK won 34 percent of the vote, eclipsing the [so-called] moderate League of Democratic Kosovo (LDK) which only won 22 percent of the vote.
Ethnic Serbs, who make up 10 percent of the province's 1.5 million inhabitants, boycotted the elections, but turnout overall was alarmingly low at just 45 percent. Doris Pack, a member of the Council of Europe's election monitoring team, said it was a reflection of people's "profound dissatisfaction." "People in Kosovo are really fed up with their political situation," she told Reuters.
Thaci's PDK will now be expected to try to form a coalition with their rivals in the LDK, whose late leader was the pacifist Ibrahim Rogova. Thaci was a former leader in the Kosovo Liberation Army (KLA) which fought Serbia is the 1998-99 war during which almost a million civilians fled Serbian repression.
Thaci has said that he would declare independence from Serbia after Dec. 10, the date on which international mediators are due to report to the United Nations on their efforts to resolve the province's final status. "With our victory today begins the new century," Thaci told cheering supporters on Sunday. "We showed that Kosovo is ready to move forward towards freedom and independence."
Since 1999 Kosovo has been under UN control and Serbia has offered broad autonomy to the region but the Kosovo Albanians say they will accept nothing less than independence. European politicians urged Kosovo not to rush to declare independence in the light of the PDK victory. Swedish Foreign Minister Carl Bildt said any hasty moves could lead to Kosovo's international isolation. "Mr. Thaci has to understand there is a difference between being a politician in opposition and a responsible prime minister," he told Reuters. "I don't think they [Kosovo Albanians] want to be independent from the international community."
Wolfgang Ischinger, the German diplomat who is leading mediation along with American and Russian officials is due to meet Serb and Kosovo Albanian leaders in Brussels on Tuesday.
German commentators on Monday are pessimistic about Kosovo's future and many newspapers predict that violence will once again flare up in the region.

Serbian PM: Ischinger’s Proposal is Tantamount to Independence

Ambassador Wolfgang Ischinger's proposal on the neutral status of Kosovo represents just another name for independence of Kosovo-Metohija, Serbian Prime Minister Vojislav Kostunica said on Sunday.
"The response to the question whether Serbia will agree to have another Albanian state be created under any name in its territory would have to be known to everybody already. It is quite certain that the way to an agreement cannot lead through the making up of new names for the province's independence," Kostunica told Tanjug in a statement.
The Serbian prime minister recalled that this was "right time to have international representatives come out for the first time with a proposal which would observe Serbia's sovereignty and territorial integrity" and added that they "cannot come out with proposals on independent Kosovo all the time."

Record Low Turnout in Serbian Province’s Mock-Elections, Boycotted by the Serbs
Reuters reports that provisional elections staged by the UNMIK and NATO in Serbian southern province of Kosovo and Metohija, are at the record low turnout since the 1998-1999 KLA insurgency war. According to the OSCE observers and UNMIK chief administrator Joachim Ruecker, only between 40-45 percent of ethnic Albanians voted in these elections, while the Serbs entirely boycotted the NATO/Albanian show.
“This is not about independence. Turnout was low because people are depressed. This is about the economic situation — no water, no electricity, no jobs,” said analyst Berat Buzhala of the Albanian-language daily Express.
The total of five Serbs voted at eight alternative polling stations in northern Kosovo-Metohija. Observers in the municipality of Leposavic told Tanjug that two Serbs had voted there, while three of them voted in the Zvecan municipality. Not a single Serb voted in Northern Mitrovica, the town with the greatest number of Serbs remaining in Kosovo-Metohija province after eight and a half years of being subjected to the ferocious ethnic cleansing by Albanian Muslims.

Serbia Rejects Ischinger’s Proposal to Consent to Voluntary Dismemberment

Serbian government rejects proposal of the EU representative in the mediating troika, German Wolfgang Ischinger, on the “neutral status” of Serbia's southern province, Serbian prime minister's media advisor Srdjan Djuric told Tanjug on Saturday.
"This proposal actually means that Serbia itself would create an independent Albanian state on its territory. The other important feature of Ischinger's proposal is that it is essentially the same as the Albanian platform on ‘good neighborly relations between the two independent states’," Djuric said.
He added that "Ischinger's proposal on the neutral status of Kosovo-Metohija is based on the example of the agreement between two independent German states of 1972."
"For more than obvious reasons, Serbia rejects this proposal in advance. We believe it is especially important that (Russian representative in the mediating troika) Alexander Botsan-Kharchenko clearly said that this was not the troika's proposal, Djuric said.
Ischinger said on Wednesday that the mediating troika would present to Belgrade and Pristina a new proposal for the so-called neutral status.

BELGRADE, (Tanjug) - Serbian Prime Minister Vojislav Kostunica on Thursday stated that the Serbian government would set up a commission to establish the true situation in specialized institutions and will also raise the issue of responsibility for fabricated accusations on account of Serbia in the Mental Disability Rights International (MDRI) report.
The Serbian government will set up a special commission that would immediately draw up a report on the existing situation in social care institutions for persons with mental disability, Vojislav Kostunica said in a statement.

Albanian Criminals Nominated for Leading Positions in Kosovo Province Elections

Serbia’s State Secretary of the Ministry for Kosovo and Metohija Dusan Prorokovic on Thursday stated that the ministry had informed UNMIK Chief Joachim Ruecker that election lists for the Kosovo elections include Albanians who had been usurping the property owned by displaced Serbs.
“Unfortunately, we have not received any reply from UNMIK yet. According to international standards and under the earlier adopted decrees by UNMIK itself, persons who usurp property may not be nominated in elections, let alone be appointed ministers, deputies or mayors,” Prorokovic told Tanjug.
He also said that Ruecker was informed that some nominees for presidents of municipalities and deputies of local assemblies had reported the usurped property as their own.
That is forgery and stealing, which is a criminal act, said Prorokovic.
“While the high representative in Bosnia-Herzegovina has punished politicians for verbal offenses, the UNMIK chief either has no courage or it is not in his interest to use his authority for much more serious offenses,” Prorokovic said.
He pointed out that “there are two options now — either to ban all Albanian politicians who had usurped the Serb-owned property in Kosovo and Metohija from running in the November 17 elections or to proclaim their election illegitimate.”

Kosovo Serbs Trust their Church, Prime Minister, Serbian Army and Russia

Beleaguered Serbs remaining in southern Serbian province of Kosovo-Metohija which was ethnically cleansed of over 250,000 mainly Serbs and other non-Albanians after NATO occupied the province in June 1999, have greatest confidence in the Serbian Orthodox Church (92%). Similarly high is the percentage of Kosovo-Metohija Serbs who trust Serbian Prime Minister Vojislav Kostunica (86%) and Serbian Army (80%).
Serbs in Kosovo and Metohija have singled out Russia as the country they believe most (61%), while the European Union is given a very low vote of confidence of mere 8 percent. The United States is considered the least trustworthy by the Kosovo Serbs, getting an abysmal 1 percent of overall votes.
Around 70% of remaining Serbs from Kosovo and Metohija would leave the province if it were to get severed from the rest of Serbia, and the same number of those polled voiced hope that Kosovo and Metohija would remain a part of Serbia, a survey conducted by Strategic Marketing showed. Gordana Logar of the agency said at a press conference that the latest survey covered issues relating to the future status of the province, confidence in institutions and the economic position of the Serbian community remaining in Kosovo province after the waves of pogroms and ethnic cleansing by the Albanian Muslims during the past 8 years.
The largest number of Serbs polled cited as their biggest problem the continued threats of severing Kosovo and Metohija province from Serbia. The second most important problem is the lack of security and safety, while unemployment is in the third place as the source of anxiety and poor standards of living.

Throughout the world, one of the most prevalent causes of war, terrorism and political instability is the ongoing weakening of the nation-state system. There are several reasons that the nation-state as a political unit of sovereignty is under threat. One of the most basic causes of this continuous erosion of national power throughout the world is the transformation of minority-dominated enclaves within nation-states into ungovernable areas where state power is either not applied or applied in a haphazard and generally unconstructive manner.
While domestic strife between majority and minority populations has been an enduring feature of democratic and indeed all societies throughout history, the current turbulence constitutes a unique challenge to the nation-state system. This is because much of the internal strife between minority and majority populations within states today is financed and often directed from outside the country.
Traditionally, minorities used various local means to engage the majority population in a bid to influence the political direction or cultural norms of the nation state. The classic examples of this traditional minority-majority engagement are the black civil rights movement in the US in the 1960s and the labor movements in the West throughout the 20th century. By and large, these movements were domestic protests informed by national sensibilities even when they enjoyed the support of foreign governments.

Serbian PM: Useless EU Bureaucrats Can Get Jobs in Kosovo Province Only with the UN Security Council Mandate

Serbian Prime Minister Vojislav Kostunica on Friday warned that the question of the arrival of a European Union mission in Kosovo and Metohija province can be resolved only on the grounds of a new resolution passed by the United Nations (UN) Security Council that would stem directly from an agreement on the future organization of the province reached between Belgrade and Pristina.
Tanjug was told at the Office of the Serbian Prime Minister that the statement by Foreign Minister Vuk Jeremic, on the occasion of the call for members of a European Union mission in Kosovo, that only the UN Security Council has the mandate to decide about the administration in that province.
Serbia’s stand on the issue of the arrival of an EU mission was formulated already in July this year, when the United States had proposed to the UN Security Council a so-called minimalist resolution envisaging the replacing of UNMIK with an EU mission in keeping with the plan of Martti Ahtisaari, the sources at the Office said.
It is well known that the Security Council rejected this minimalist resolution at the insistence of Serbia and with the support in principle of Russia.
Serbia’s stand remains the same today, that a new UN Security Council resolution must stem from an agreement reached between Belgrade and representatives of Kosovo Albanian separatists, which means that it must clearly confirm respect of the sovereignty and territorial integrity of Serbia and establish essential autonomy for the Albanian national minority in Kosovo, the national news agency was told at the Office of the Serbian Prime Minister in Belgrade.

Russia will Not Allow Violation of Serbia’s Borders

Russia protects international law, and even if the West initiates the wave of Serbian province’s unilateral recognition, Russia will not allow the change of Serbia’s status through severing of its southern province and violation of its borders, because Serbia is a respectable state and a UN member, Dimitry Rogozin, a Russian Duma deputy and Russia’s future permanent representative to NATO, said on Friday.
Pointing out that Russia is not Serbia’s hired attorney, Rogozin said in an interview with the state-run Rossiya television channel that Russia protects the international law and the rules of the game which are in effect in every field and particularly in relations between states.
“Why should Kosovo not be allowed to secede as a separate state? Because that is wrong. Because the fact that migrants suddenly constitute a majority in a region does not mean that they should be given the right to set up their own state,” he said.
Rogozin said that, in communication with Germans, he points out that Berlin is the third-biggest Turkish city, after Istanbul and Ankara.
Noting that the issue of Serbian province of Kosovo-Metohija is one of the most serious problems today, Rogozin said that he has just returned from Belgrade and that the entire Serbia is placing its hope in Russia as the sole country which firmly upholds the principles of international law and rejects Kosovo independence.
If it remains firm on this issue, Russia will recover its influence in the Balkans, he said after a session of the Duma foreign policy committee which supported his candidacy for the post of ambassador to NATO.

Dodik: Republika Srpska Representatives will Withdraw from BIH Institutions

If High Representative in BIH Miroslav Lajcak and influential international factors continue to apply force in politics, Republika Srpska (RS) representatives will leave offices in the central parliament and government of BIH, RS Prime Minister Milorad Dodik warned, according to Radio Serbia.
The RS leadership still wants to give chance to talks on the recent disputed decisions of Miroslav Lajcak, Dodik said and added that their patience has limits and that all the representatives of the Serb entity will leave central institutions if Lajcak does not change his stand on the new manner of decision-making at the BIH level.
Leadership of Serbian Republic in Bosnia finds absolutely unacceptable the possibility of an outvote in central institutions, as BIH as a state is based on the very fact that no single entity can impose its will on any of the three constitutive nations or two entities, Dodik said.
According to Tanjug, Republika Srpska Prime Minister Dodik said that it is not true that the present crisis in Bosnia-Herzegovina is not connected with the resolution of the status of Serbian Kosovo-Metohija province, TV Pink reported late on Thursday.
High Representative in Bosnia-Herzegovina Miroslav Lajcak would not even mention that connection if it did not exist, Dodik added.

Reuters: EU’s Kosovo Report Scathing on Graft, Justice
Serbia's United Nations-run Kosovo province is plagued by graft, human rights abuses and cronyism because of weakness in the province's authorities, the European Commission said on Tuesday.
The EU executive's annual progress report concluded there was little progress in the province and institutions were weak, mainly due to widespread corruption at all levels.
"Due to a lack of clear political will to fight corruption, and to insufficient legislative and implementing measures, corruption is still widespread," the report said.
There was little control on how politicians and officials got their wealth and "civil servants are still vulnerable to political interference, corrupt practices and nepotism."
"Kosovo's public administration remains weak and inefficient," the report added.
In a reference to a widespread perception in Kosovo of cronyism, the report said that "the composition of the government anti-corruption council does not sufficiently guarantee its impartiality."
"Some but uneven progress can be reported in combating money laundering," and "little progress can be reported in the area of organised crime and combating of trafficking in human beings."
The report is an indictment for the U.N. bureaucrats running the province since 1999, and for the province's ethnic Albanian leaders, who are seeking independence from Serbia, political analysts said.

Executive Summary: Strong American support for the independence of Kosovo is detrimental to Israeli interests. The US position is based on the view that a solution to long-standing conflict can and should be imposed on the parties by outside powers. In addition, the new state's creation seeks to award part of a nation’s territory to a violent ethno-religious minority; futilely hopes to curry favor with the Islamic world through appeasement; effectively gives a fresh impetus to the ongoing growth of Islamic influence in Europe; and denies the fact that the putative state’s leaders are tainted by terrorism, criminality, and well-documented links with global jihad. Most importantly, it betrays a cynically postmodern contempt for all claims based on the historical rights and spiritual significance of a land to a nation.
It is in Israel’s interest to reiterate its already-stated position that any solution to Kosovo should be based on the agreement of both parties in dispute. In addition, the Israeli government should declare that it will not extend recognition to any self-proclaimed “state” unless its independence is approved by the UN Security Council.

Washington’s Blueprint for Separatists Everywhere: Serbian Kosovo Province

[...] There are more than 50 separatist conflicts across the globe, and few of the governments that have endured the bane of irredentism will be eager to recognize Kosovo if such a precedent could come back to haunt them.
Echoing countless other US and European officials, Daniel Fried, the US assistant secretary of State for European and Eurasian Affairs, responded to such concerns in February with the following logic: "Kosovo is a unique situation because NATO was forced to intervene to stop and then reverse ethnic cleansing. The Security Council authorized Kosovo to be ruled effectively by the United Nations, not by Serbia. UN Council Resolution 1244 also stated that Kosovo's final status would be the subject of negotiation. Those conditions do not pertain to any of the conflicts that are usually brought up in this context."
Unfortunately, Washington's "unique" talking points are actually engraving a separatist playbook in stone, blazing a glorious trail that separatists will follow with greater determination, recruits, and (in all likelihood) success.
Separatist regions like the Basque Country or Abkhazia might not resemble Kosovo right now – as Washington is quick to note – but by so explicitly stating the merits of Kosovar self-determination and independence, Washington is essentially creating an innovative code, only to make the cipher publicly available. Current and future separatists merely have to manufacture the same conditions and sequencing that have compelled the West to embrace an independent Kosovo: terrorize locals, invite government crackdowns, incite a rebellion, and lure in foreign intervention and commitment to rebuild.
Once militants get this far, Kosovo will no longer be unique – even by Washington's peculiar standards – and areas that share Kosovo's characteristics will be equally deserving of independence. The horrid irony, of course, is that declaring Kosovo's uniqueness has been Washington's deliberate attempt to prevent future separatism, but it is inadvertently teaching militants how to navigate the complex inconsistencies of geopolitics. In fact, the more thorough and persuasive Western governments are about Kosovo's "uniqueness," the more legitimate separatists' ambitions become, if only they follow the Kosovo model.
Not only, then, has Washington had a hard time selling Kosovo's independence to all but its closest allies, but the very basis for that appeal is even more threatening to governments that would face invigorated separatism in the wake of an independent Kosovo – even if that independence is informal and technically illegal.
With the "unique" endorsement, Washington and a few European capitals close even more rhetorical doors that they will need to slip through when the time comes to reject separatist analogies in the future, and our failure to anticipate these complicated roadblocks will cost our allies more than anyone else.

After Muslim “Srebrenica Victims” Voted in Bosnia, Dead Albanians are Preparing to Vote in Kosovo

Late Ibrahim Rugova, former leader of Albanian separatists in Serbian Kosovo-Metohija province, is one of many deceased persons on the voters’ list ahead of the November 17 elections, scheduled in southern Serbian province by the UNMIK administrators.
BIRN reports that apart from Rugova, who died in January 2006, province’s official register of voters includes the late deputy minister in charge of local government, Aziz Lila, the late folk singer Nazmije Hoxha, and many other less prominent individuals, now dead.
The serious errors have been spotted by Balkan Insight in spite of efforts by the Central Election Commission, CEC, to update the lists before the parliamentary and municipal elections due in two weeks’ time.
One explanation advanced by officials is that Kosovo Albanians do not necessarily register the deaths of their family members to the authorities.
Since the authorities may not be aware of these deaths, these deceased people’s names can sometimes remain on the voters’ list.
However, it is not possible to put forward that explanation in the case of well-known personalities, such as Rugova, who received the equivalent of a state funeral.

Kosovo Albanian Terrorist Involved in Fort Dix Plot Guilty as Charged

Associated Press reports that Kosovo Albanian terrorist has pleaded guilty to conspiring to provide weapons to a group of men accused of plotting an attack at the Fort Dix U.S. Army base in New Jersey.
According to the report, “Agron Abdullahu, an ethnic Albanian born in the Serbian province of Kosovo, faces up to five years in federal prison when he is sentenced Feb. 6. Since his arrest, he has been held in isolation at a federal detention center in Philadelphia.”
“Federal prosecutors have portrayed Abdullahu, a 25-year-old bakery worker, as having the smallest role among the six men arrested earlier this year in the Fort Dix case. Abdullahu was charged only with weapons offenses. The others — three ethnic Albanians from the former Yugoslavia, a Jordanian and a Turk — are charged with conspiring to kill military personnel — a crime punishable by life in prison.”
